Another Sensitive Guantanamo Document Leaked

Via Wired Magazine, a second sensitive Guantanamo document has been leaked and published by Wikileaks. It contains details about transporting detainees in secret renditions.

    I took a glance, and a salient point (none / 0) (#1)

    is on the front of the document, where it states the following:

    DISTRIBUTION RESTRICTION: Distribution authorized to DOD and DOD contractors only to protect technical or operational information from automatic dissemination under the International Exchange Program or by other means.
    DESTRUCTON NOTICE: Destroy by any means that will prevent disclosure of the document.

    Anyone know what the "International Exchange Program" is?  

    Also, it seems clear they are pretty paranoid about disclosing it.  Guilty knowledge?

    Finally, I note from the graphic of "how to arrange the people in the plane" that there's another spot there for a "combat camera" person.  This means, of course, that like in the Gitmo SOP released a couple weeks ago, everything which has happened, has happened under the watchful lens of a combat camera crew, recording all that went on.

    IIRC, most of the combat camera people are reservists.  Maybe some of them didn't erase everything when they went home?

    have been released.

    The other is the 2004 edition of the Gitmo SOP, (as contrasted with the 2003 edition put up a few weeks ago) which already has been analyzed a few ways by them, and:  
     "A comparison between the two leaks reveals changes to official US detainee policy in exquisite detail."

    It seems they could use some help deconstructing and analyzing the documents.

    It appears to be a set of regulations governing security and export control re: technical documents.

    (7) Administrative Or Operational Use. To protect technical or operational data or information from automatic dissemination under the International Exchange Program or by other means. This protection covers publications required solely for official use or strictly for administrative or operational purposes. This statement may be applied to manuals, pamphlets, technical orders, technical reports, and other publications containing valuable technical or operational data.
